Timothy Collins

Senior Cost Analyst and Operations Associate

Timothy Collins has over 43 years of transit operations and spent his entire transit career working with the public transportation industry, which began in 1973 in Denver, Colorado. He has worked with public transportation organizations throughout the U.S. and around the world to develop and implement effective transit operating solutions. Tim specializes in providing solutions to enhancing the efficiency and effectiveness of multimodal transit operations.

Tim’s experience includes serving as Regional Vice President for Veolia Transportation with oversight responsibility at several transit systems and was responsible for service contract oversight in Colorado, Nevada and Southern California. Tim was assigned to a project start-up responsibility for Metro Access service with the Washington Area Metropolitan Transit Authority. He served as Vice President for Regional Transportation Commission of Southern Nevada in Las Vegas operating over 400 vehicles with a staff of 1,130 employees delivering more than 1.5 million transit service hours each year.

Tim managed the First Transit operations contract with the Potomac and Rappahannock Transportation Commission in Woodbridge, Virginia. He also served as Chief Operating Officer of the Paratransit Operating Division for ATC/National Express overseeing operations in Dallas, Oakland, Pittsburgh, San Francisco, San Jose and Seattle. Tim worked on a variety of service contracts during his twelve-year tenure with Laidlaw Transit Services/DAVE Transportation Services. For three years, Tim worked for ATE Management and Service Company/ Ryder System with the Saudi Public Transport Company in Riyadh, Saudi Arabia. On his return to the U.S. Tim served as Senior Vice President for the firm’s west coast operations.

As a consultant, Tim’s key focal areas include the analysis of bus operations, development and analysis of performance quantitative measures, financial analysis, productivity analysis, organizational assessments and staff utilization and deployment.

Tim has a Bachelor of Arts Degree from the University of Notre Dame, and a Master’s Degree from Syracuse University.
