Lorraine Szyms

Senior Procurement and Federal Compliance Associate

Lorraine Szyms has over 35 years of multimodal public transit experience. She specializes in conducting triennial reviews to assess compliance with FTA requirements in the areas of procurement, finance, compliance with Disadvantaged Business Enterprise (DBE), Title VI, and Equal Employment Opportunity. She has provided oversight of over 11 FTA triennial reviews. She has extensive expertise in in State and Federal grant-writing, budgeting and fiscal compliance, procurement and purchasing reviews, and capital improvement programs.

Lorraine’s experience includes serving as Deputy Director for Palm Tran in West Palm Beach, Florida, Deputy Director for Broward County Transit, in Pompano Beach, Florida, and Executive Director, Lee County Transit in Fort Myers, Florida. In these roles, she provided oversight of the fixed-route bus, paratransit and maintenance operations. Under her leadership, she successfully obtained funding for federal and state grants to support new projects.

As a consultant, her projects include Nassau Inter-County Express, New York where she worked with Grants to review process compliance with capital improvement projects (CIP). She has been a part of the McCloud Transportation team since 2013 when she evaluated Metropolitan Atlanta Rapid Transit Authority (MARTA) contracts and procurement policy and procedures, protests, complaints by DBE’s and vendors, proof of Unified Certification Program (UCP) agreements, and quality of goods and services in accordance with Federal, State and local authority guidelines. She also conducted an analysis of MARTA’s CIP process, where she examined contracts and procurement processes to assess compliance with the FTA.

Lorraine has worked with the Ft Lauderdale Downtown Development Authority, Florida where she assisted the DDA staff by working with Broward County Transit and FTA in revising the current budget to include preventive maintenance services and developed procurement documents in an active Grant for the purchase, construction, and installation of inter-active kiosks to be located in downtown Ft. Lauderdale. She also assisted DDA staff in obtaining a wage rate determination for the FTA funded Riverwalk project and provided technical assistance to staff members.

Lorraine has Bachelors of Science Degree in Business Administration, with a major in Marketing & Finance from Boston University. She also attended Adelphi University.
