LeVern McElveen

Senior Transit Safety and Security Associate

LeVern McElveen is a seasoned transit safety professional with over 44 years of proven safety and security experience in urban bus, rail and paratransit operations, maintenance, safety administration, quality assurance and finance at the local, state and federal levels. He has outstanding role modeling behavior in safety, security, training and development, and data analysis with a focus on developing and implementing a sustainable transit safety culture to reduce accidents/incidents, fatalities/injuries and enhancing social mobility for the transit communities.

LeVern has practical knowledge and experience in developing and implementing safety theory, philosophy, principles, programs, practices and safety and security applications across the transit industry. He participated in the observation of Safety Management System (SMS) operations and implementation during the American Public Transportation Association (APTA) Transit Study Mission in the Asian Railways.

LeVern’s experience includes serving as General Manager, Office of Safety and Security for Charlotte Area Transit System (CATS) for four years, Senior Safety and Security Specialist for Federal Transit Administration (FTA) for seven years, Manager, Office of Safety and Security, Maryland Transit Administration (MTA) for three years and State Safety Oversight Manager, Maryland Department of Transportation (MDOT) for seven years. He is a safety thought leader and has authored several papers and articles most recently in July 2019 TSSCP: Advancing a Transit Safety Culture Paradigm; Professional Safety Journal. LeVern also published “Defining and Measuring a Transit Safety Culture” in Mass Transit Magazine. He published a feature article titled “Understanding the Complexity of Transit Safety in Metro Magazine, 2012 and has presented, moderated and served on panel discussions at more than 50 different industry conferences, roundtables, and national meetings.

LeVern is a current member of the American Society of Safety Engineers (ASSE), is a board member for Community Link, Inc. which is a non-profit housing Advocate organization in Charlotte, NC. He is also a member of the Conference of Minority Transportation Officials (COMTO) and a former member of the National Safety Council (NSC), American Society of Public Administrators (ASPA), and APTA Bus and Rail Safety Committees. Prestigious recognitions and awards received include the DOT Secretary Team Award for the Right of Way Fatality and Trespass Prevention Workshop, DOT Secretary Award for the development and production of the track worker video titled “A Knock at Your Door” that was designed to bring attention to the increase in track and maintenance worker fatalities that were occurring across the industry. LeVern has a Master of Public Administration and a Bachelor of Arts in Political Science from the University of Baltimore.
