Gwynn Simpson

Senior Human Capital Development Associate

Gwynn Simpson is a senior Human Resources professional with over 35 years of diverse human capital expertise in the public and private sector transportation industry. She has extensive core competencies in Human Resources Management, Organizational Development and Staff Utilization, Corporate Leadership Coaching, Performance Measures and Analytics, Training, Policies and Procedures, Collective Bargaining, Focus Groups and Leadership Retreats, Workers Compensation Analyses, Compensation Studies, and Human Resources Information Systems (HRIS). Gwynn’s experience includes serving as Vice-President Human Resources for the American Public Transportation Association (APTA), Director of Human Resources for Maricopa County Arizona, Assistant General Manager Human Resources for Houston METRO, Assistant General Manager Finance and Administration for Veolia Transportation, and Vice President Human Resources for Sprouts Farmers Market.

Gwynn has conducted studies that included Metropolitan Atlanta Rapid Transit Authority (MARTA) Organizational Assessment, MARTA Capital Improvement Process Analysis, MARTA Safety Culture Audit, and MARTA Bus Operations and Maintenance Assessment where she revised business processes to provide guidance for the development of new operator recruitment and training. She participated in the Los Angeles Metropolitan Transportation Authority MTA Organizational Audit, Santa Clarita Transit Organizational Climate Assessment Study, Hillsborough Area Regional Transit Succession Planning, Denver Regional Transit District Workforce Development to Assess Organizational and Safety Culture, and Conference of Minority Transportation Officials (COMTO) Executive Training Session.

Gwynn is an avid researcher and her experience includes research for the National Academies of the Sciences Transportation Research Board in Washington, DC where she researched Transportation Studies in Diversity, Workforce Development and Safety Culture. She conducted a Human Resources Policy Project for Dassian Inc. an international organization located in Scottsdale, and facilitated executive and management retreats for Maricopa County Superior Courts. Gwynn has an international reach where in Belgrade, Serbia, she conducted workshops for private and public and sector businesses on Human Resources, Leadership, and Organizational Development, and in Toronto, Canada where she conducted numerous workshops and facilitated meetings for APTA. She authored and presented an abstract on Corporate Social Responsibility-University of Corvinus, Budapest, Hungary in April 2017.

Gwynn has a Bachelor’s Degree in Education and Psychology from the University of Albuquerque in New Mexico, Mater’s of Social Work from the University of Denver, and completed doctoral studies in Higher Education at the University of Washington in Seattle. She has Global Human Resources Certification from the Harvard School of Business. She was a faculty member at the graduate school Transportation Department for Texas Southern University.
