Paratransit Assessment – In February 2018, Leetran awarded a contract to McCloud Transportation to conduct a comprehensive Paratransit Assessment of the Passport service to identify ways to optimize existing paratransit functions and processes to meet Leetran’s administrative and operational requirements. Focal areas included a review of the fare revenue reconciliation process, driver payroll process, National Transit Database (NTD) reporting requirements, methods to reduce cost per trip, fiscal functions, RouteMatch system functions, methods in which vehicle miles, and revenue miles are tracked and monitored, and the ADA-paratransit eligibility process.
NTD Ride Count – In January 2017, Leetran awarded McCloud Transportation a contract to conduct an Onboard Ride Count of Leetran’ fixed-route bus system to meet the requirements of the National Transit Database (NTD) Passenger Mileage Survey. The NTD Passenger Mileage Survey is conducted every three years and the collected data is used in the Federal Transit Administration (FTA) formula to distribute federal funds.
Mystery Rider Program – In April 2016, Leetran awarded McCloud Transportation a multi-year contract to conduct a bi-annual Mystery Rider Program to evaluate the quality of service provided to customers on the fixed route, trolley and paratransit system. Mystery riders with disabilities who use wheelchairs were also used to evaluate compliance with the Americans with Disabilities Act (ADA).
